Section 321: Opportunities and Threats for 2021

Section 321 is a great tool for importers. It allows them to bring in lower-value goods - under $800 in value - without paying duty or tax. It is, however, under attack. No longer seen as just a tool to facilitate operations for Customs, Section 321 is increasingly seen as a "loophole," a way to bring in contraband, counterfeit, non-compliant goods subject to PGA regulation, imported goods that should be handled as customs business. The Trump Administration threatened subjecting 321 goods to 301 tariffs. While that initiative has been withdrawn by the new Administration, the concerns with the program still remain. Join us to discuss the benefits and the threats that exist for the Section 321 program.
